In 2010, FANTA assisted USAID development food assistance programs in Haiti to help construct components of program-level early warning and response systems. These systems were meant to monitor food security conditions in program implementation areas, to analyze and report on conditions, and to respond to signals of deteriorating conditions when they became apparent. In 2012, FANTA analyzed progress in implementation of the developed early warning and response systems to understand strengths, challenges, potential future direction in Haiti, and implications for similar systems in other Title II development programs. Lessons learned, best practices, and recommendations for programs that have, or are considering, an early warning and response element are provided in the report.
