This report highlights the main findings of an assessment of Title II Development Assistance Programs to determine whether and how well they achieved and reported on the food security goals set forth in USAID’s 1995 Food Aid and Food Security Policy Paper. The assessment found that the Title II development program overall: showed greater focus on the most food insecure regions and countries, especially in sub-Saharan Africa; increased emphasis on strengthening agricultural productivity and household nutrition, including a dramatic improvement in the design of Title II agricultural and nutrition programs; improved results and results reporting; and engaged in better collaboration among partners. The report also identified program weaknesses and made recommendations for strengthening its implementation.
